There are many methods in choosing a government. In a pure democracy like the United States, anyone can be a candidate and voters choose who will be the office bearers. In a controlled democracy, certain candidates represent a party and are voted into office with Draconian laws favoring the government of the day. In Malaysia we see for ourselves the advantages and abuses of incumbency.
In hash clubs office bearers are nominated and elected into office. For instance, people are nominated for the GM post and the person with the most votes becomes the GM. In some clubs, the person with the second most votes automatically becomes the JM, and the 3rd and 4th place getters automatically become committee members.
In Communist China, the central committee elects who are the office bearers. The people do not get to nominate candidates but the central committee, and they vote within themselves. This system works providing those in office are capable. If you have better people they cannot even be nominated in. And the incumbent no matter what caliber remains or the baton is passed to someone within their pool. Yes there are so-called caretakers or old guards who wants the best for the party but this system provides room for nepotism. Xi Jinping who just succeeded Hu Jintao has been accused of being where he is because he is a “Princeling”, the son of a prominent Communist Party official among the first generation of Beijing’s leaders.. When Jiang Zemin was in power, he put in his own cronies in strategic positions that when Hu Jintao took over it was hard for him to govern and press for reforms as key police and defense posts were still Jiang's men. It was only last year that they had a chance to get rid of one of Jiang's men, Bo Xilai. We should never question the hearts and passion we all have for the interest of the club, but do we have the best system of choosing office bearers as we keep boasting that we have the best practices and procedures in running a hash club?
